Legislation can only legislate that which is legislatable. The price of oil is subject to the whims of the free market economy. While policies may be implemented, such as the promotion of alternative energy sources, which would impact the demand for oil, thereby lowering the price, legislation of the price at the pump may well proved to be both economically and politically detrimental in the long run, and result in unintended consequences. (You don't use a sledgehammer to hammer a nail!!!!)
